My idea is completely different from most, but maybe that's what makes good ideas stand out.
At first, I liked the idea of giving people completely random cards and having them play each other using them. The problem is, that doesn't sound possible given current programming so I guess we can't do that. Also, I suppose people enjoy making their own decks...so here's my slightly revised challenge:
Before each duel, players will be given a random list of 12 non-pillar, buyable, non-upgraded cards (upgraded cards cannot be used) and they have to make a deck of 30-60 cards using only those cards (they don't have to use all 12, but a combination of them; up to 6 of each card). Furthermore, you can use as many pillars as you want but you can't have more than 6 of any element (6 pillars OR pendulums) EXCEPT quantum you can have as many as you want.
I know it is a very rough draft but I think an idea at laest somewhat similar to that would be interesting. Don't limit a person's element -- limit their entire deck.
