The reason I don't like your method is because picking 6 of one pack gives you 180 cards of each of those two Elements, so you're pretty much guaranteed to have 6 of every card in the element (unless I'm misreading). I'd rather allow a weighted distribution to some extent but still keep randomness in effect.
