Take the number of gold medals and divide them equally between first-level division in each country, so no double standards.

So yeah, not a good argument. If you want to argue population, it comes a lot closer in this case.

Any particular reason?

Deckbuilding restrictions are in place to keep things interesting.  Since Team USA has only three elements and Team Rest of the World has 9 they need a disadvantage to balance the scales.  Thematically it fits cause all the other countries put together are using all the types of quanta.  Any other comments or ideas?  I'm still not 100% sure how to go about balancing the teams if one side gets more sign ups than the other.

I'm not clear about why there's a leader position in the first place. From what I've read, unless I missed something, the only purpose the position serves for is to give someone a fancy icon. Does the leader get some bonus for the matches?

Also, considering the potential size of teams, perhaps piratepad.net would be better than Titanpad, because of the range of color choices. How many people participated previously?

Leader position facilitates communication with the EO.  For example if there is an event card for the round that requires a choice be made, it's up to the leader of the team instead of waiting for the team to come to a consensus.  Obviously they can confer with their teams but for a large team event it's good to have one person to make the call.

Piratepad looks good, the only thing I don't see is an option for a password on the pad like Titanpad does.  I suppose it wouldn't be a problem as long as nobody on the team gave out the address to the pad.

Sure you can make 46:8=309:60, but it doesen't count that the advantage is that you can't actually use that much athletes, the real advantage is in athletes quality due tonumber from which to choose, that's all.
