Being different doesn't equal being complicated. What I suggest is actually less complicated than regular War because there are no separate 13 Vaults, no having to post decks in advance, and no concepts like discarding and salvaging. If fact, the whole event could be run without any kind of secret section at all.
And yes, I do think that Upped War might become boring if the rules were identical. We would have to rotate the two events and basically have the same event happen on the forums 24/7. At some point it will definitely become boring. I think that if we held only one Elite War, having identical rules might be ok. But if we want to do this again and again, then something more creative would be more interesting to the players.

trying to change the ruling to make it 'different' and 'not boring' goes against having an elite war as brilliantly put by the poster above me, its like 12 lives + whatever not war is
we can repeat this event and i have no doubt it wont bore anyone simply because we have a lot of interesting events on rotation already and theres plenty more bright ideas out there. we dont necessarily need do a repeat just because war is done 3~4 times a year. we dont have to exactly mirror all aspect of war but too many changes and its not elite 'war' anymore

What you suggest would mean that there would basically be War going on on these forums 24/7, with the only difference being that cards would wither be upped, or unupped. I would be willing to bet big money that it would get really boring, really fast, because people prefer doing new things as opposed to doing the same old thing over and over again. The gap between Wars is important, because it lets people to "rest" and concentrate on other things beside War. If Elite War was a bit different, it would be much more interesting, plus it wouldn't break the "resting period" of regular War.
To me War is basically about two things:
1. Element vs. Element
2. Vault
My opinion is that as long as these two aspects remain, the core of War is still there, but if one of these is missing, then it might as well be called something else. My brainstorming idea of having a common Vault has the advantage of still having that core of War, without being a carbon-copy, or getting too complex. Having 13 Vaults really takes the complexity and organizing requirements to a whole new level. Having only one Vault, would make things much easier.
