The second is a derivative version of Thelema (http://en.wikipedia.org/wiki/True_Will#Thelema). It was part of an explanation about why what is willed is sometimes right and sometimes wrong. Not a justification for doing what is willed.Furthermore:The first merely states the existence of causality.The second is vague enough (even in the original source) to only strongly assert the existence of moral character to actions.
