Except those are not similar at all. The second is a derivative version of Thelema (http://en.wikipedia.org/wiki/True_Will#Thelema). It was part of an explanation about why what is willed is sometimes right and sometimes wrong. Not a justification for doing what is willed.

Furthermore:
The first merely states the existence of causality.
The second is vague enough (even in the original source) to only strongly assert the existence of moral character to actions.

Interesting; I hadn't heard of Thelema. What came to my mind was Nietzsche's anti-moral philosophy: life as a struggle of wills, and morality being merely a means by which the weak impose their will on the strong.
