Thread necromancy, by definition, is reviving a "dead" thread. What this means is that the old thread has not been discussed in quite some time for one or more reasons, and has become stagnant, old news. If someone has a new thought or spin on the content of that thread, the correct action would be to create a new thread, citing the old (dead/locked) thread as the original content that inspired the creation of the new thread.
