Awarded to those who are not currently holding any other position.

To qualify, you need to be either:

A) Responsible for the most noobish and/or ignorant comment in recent history
or
B) Be unanimously voted the funniest person on the forum in recent history
or
C) Both.

I myself, as of now, qualify based on the first condition...

But really, I'm mostly joking. I was more curious about how events, awards, and forum titles are created and how to get in on the action.

Regarding Dunce Cap :
Amusing, but I think the green Watched banner is already a more serious and mature indicator for a user that has recently displayed bad judgement on the forums. Good humor is another art entirely and should be left to it's own devices. ;)
More serious explanation :
Each Award corresponds to a certain event - when an event is completed, the staff member that hosted the event gives the winning user an award icon. You can win icons through Competitions and PvP Events/League/Tournaments. Forum titles are usually only given to certain staff members who maintain/moderate the various parts of the forum; staff positions open up every now and then as announced in a 'Now Hiring' thread in Forum News and Announcements. (Do note that not all staff titles are official.)
