It's is certainly an interesting suggestion. How would breaking affect shields like fog or dusk? Dissipation?
In breaking, what would be the percent chances to raise cost and reduce damage? Would both happen to a Lobo?
Only one thing is affected by a permanent being broken:
Non-slot permanents' skills cost 1 more quanta
Weapons lose damage dealt
Shields lose DR
Special cases for permanents that do not fit above:
Chance permanents lose 10% (Fog and Dusk become 30% and 40% respectively)
Dissipation costs an extra quanta per source of damage (2
for 3 damage or 2
for 1 damage)
Permanents like SoG, SoV, and Sanctuary do 1 less of their function
SoP, Procrastination, Fire Shield and similar permanents have a 75% chance of working on each individual creature affected
Gravity Shield blocks creatures with more than 6 HP.

It's quite a heavy coding change to implement this, but it also does open up some new area for card ideas.
Also, breaking and splitting broken permanents destroys them.
