That is the reason I say it does not need a nerf.  And the reason for its defenses and freeze mechanic are arguably balanced with its cost.  Consider Shield, which only costs 1 to play with 1 DR.  Ice Shield gets a +5 cost because of this repeatable Freeze effect.

The only instance where this usually doesn't get taken away, is some sort of trident based deck, in which you have bigger problems. There are counters to this, and it isn't lethal. I say it is fine.

It's fine.
Though the freezing is powerful, this Shield is costy and it shows its true power if played early... if you've few HP left it won't save your a**, like Phase Shield / Dissipation / Sundial.

Quintessence will unfreeze it.  It can get frozen again after, though, and then you have to wait it out.

The fact that it has a 30% freezing chance, and 70% of the time you have creatures out, it will normally always freeze at least one because RNG says no.

1 creature out -> 30% chance of at least one being frozen
2 creatures out -> 51% chance of at least one being frozen
3 creatures out -> 65.7% chance of at least one being frozen
4 creatures out -> 75.99% chance of at least one being frozen
5 creatures out -> 83.19% chance of at least one being frozen

Therefore, if you have at least 3 creatures out, the chance is relatively close to 70% of at least one being frozen.

i think i somewhat notice creatures with higher HP and attack normally wouldn't be blocked by fog shield more than the other creatures. well, but definitely if you get more creatures out, (i agree with bogtro) that the chances of getting that effect is higher. Btw, my phoenix froze? cremate it....haha

The only shield for which HP has a direct effect is Skull Shield. Fire Shield and Thorn Carapace have a indirect effect on HP.

2) Come on, it's a powerful shield but it's freaking expensive. Also, it doesn't make PVP game breaking decks.
