I see both sides of this argument. HOWEVER, there's no doubt this card is a bit too ridiculous. The effect itself is fine, but it can't be destroyed? Now, com' on. That makes it rather unfair and makes the game play very lousy.

In my opinion, there are way too many cards that can't be destroyed in this game. We need to limit such cards, or it takes away the whole point of card games like this, which is the "exchange of moves and techniques." OOPS, SORRY, BUT YOU CAN'T TOUCH THIS CARD isn't not going to make a good game. It only makes one of the players feel superior or egoistic. A game is meant for "two people" to enjoy.

So, I say keep the effect, but take away its immaterial status.

taking away the immaterial status would very possibly make it lights worst shield, mass CC such as thunder storm and fire storm already rune this enough.

Whereas most shields are countered by permanent control, this one is countered by mass control. If we took that away it would become very weak.

In depths, the only thing that is permanent would be Hope, Jade and Reflective. The rest is absolutely target-able. If that was such case we could ban PA too, because it grants the immaterial status. Why not just ban phase dragons? To every card there is a counter. To Jade, high attacking critters. Reflective? Does nothing, only if you pretend to bolt him to death. Hope? Mass CC.

Hope is the OP card. Fractal is meant to be that way. Hope is a shield that can be increased resistance! Worst idea ever. If hope wasn't in the game, we could still all live with it.

This does not need a nerf. It takes a ong time to set up and is easy to get rid of with rain of fire or other mass CC.
