increase summon cost	9 not enough? All Nymphs cost 8-9.
increase ability cost	4 not not enough? All Nymphs have ability cost 1-4.
lower stats	Do we really want to buff this greatly against Permafrost Shield and nerf this massively against Fire Shield?

The pattern for Nymph activation costs is not standardized enough to ignore that option.
(Activation costs 1-4 was all that existed at the time they were created. This is no longer the case.)
The activation cost is a variable that can be adjusted if necessary to balance the nymph.

I disagree. Many nymphs are kind of useful.

If there would be a nice alternative to our antimatter effect, I would say: "Go for it", because this card always seemed to be a bit wrong for me.
In PvP, it isn´t that useful, and against FGs, it´s really useful. Synergies exist, the name fits to the effect.
I have presented counters to Antimatter in another thread.

No nerf needed.
