Before the new shards, I would have agreed that there is an argument to be made about dim. shield spam being a bit cheap and maybe even OP, but with SoW, SoFo, SoV, and SoFr, PC and Shield bypass is available to any element. Psions even allow

to bypass its own shield
I will say that fighting a dim shield deck can be annoying if you lack PC or shield bypass capabilities, but I don't think nerfing the shield is the right response. I would say its pretty well balanced at this point.
While I grant that shards are not a great answer, since new players will have trouble accessing them, I think they're a step in the right direction.
The only elements that don't have effective counters right now seem to be:

. Everyone else has some form of direct damage, PC, or shield bypass to make up for it.
Lastly, as others note, a high speed rush or heavy quanta denial can shut it down.
If you still think its an issue, I think the best option would to propose / support a balanced card to help those elements deal with it.
