No.  If YOU have both Sanctuary and Dissipation F/SHield in play, your Dissipator doesn't work.  You can't use your sanctuary to counter your opponent's dissipator.
so sanctuary will also make your diss.shield/field useless? i see no problem with that

Fire has 15 cards including pillar and pendulum. 4 other elements also have 15 cards. It's the most common amount.
The average, however, is at 15,916. The second most common amount is 16, and some elements offset it a lot, like Death with 18 and Entropy and Water with 17.

Of course, Sno made a joke, but if there's a reason Sanc is being introduced, I'd guess it's because denial decks work on all types of decks.

The more logical way would probably have been to make sanctuary only apply to cards your opponent plays or controls, thus allowing Dissipation shield to function(and drain quanta) as normal since it's YOUR card causing you to lose quanta.  Even more so for solar shield since it's giving more quanta rather than taking them away(same idea as anti-mattered creatures not being blocked by shields).  Either way though obviously having dissipation shield work AND not drain quanta would be bad :)
