If so... does that mean there is no way of getting it without (a lot of) luck and time (i.e. via Oracle only)?

No, miracle does not become a relic. Only nymphs and marks become relics. You can still get miracle from T50 farms or AI3.

I love this card. It has given me many EMs (with Holy Flash)
The best way to get this card is Miracle or Divine Glory.
