Man, it's been a while since I farmed FGs with my Druid.  If it's going to be glitchy like that, Mitosis should be off the list of mutant abilities for now...
I dont believe its a glitch. From the wiki-

i'm don't sure have any one already notice this or not.  but if your mutant have mitosis skill.   it's so funny to look at that creature....

i'm get 12/7 crimson dragon with 1 :fire mitosis that can create another crimson dragon...(but a basic one that have 12/3)   wow    :o

I have, and others have. I personally think, the skill costs should be the costs of the creature.

This makes Mitosis in a situation where it is normally a balanced card but OP in a certain scenario.

I propose the following fix: Mitosis has a small chance to produce a mutant creature.

This is not really a nerf or a buff either way. For many, including myself, it would make it more fun to play. However, it would also do much to harm Instosis, as the likelihood of being able to get a OHKO is drastically reduced (mitosis needs to be used 8 times to set up the combo).

Thematically, it fits the card perfectly. Mitosis is basically asexual reproduction, which produces an organism genetically identical to the parent - unless a genetic mutation occurs.

Thus, this simple change lets Mitosis remain a balanced card, while simultaneously remove an OP combo from the game, as well as thematically fit - a win-win scenario if I've ever seen one.

I didn't post this in a Buff this Card/Nerf this Card thread because it really fits neither - It's not a nerf or a buff, it's a small balanced change to the card.

When a combo is OP, evaluate all members of the combo to find the source. It should be obvious that SoR stacking in the same turn is the source of the OP Instosis. If you test Instosis where you restrict yourself to 1 SoR per turn you will find that it is still competent but no longer OP. This is evidence that SoR stacking is the problem not its interaction with Mitosis.

1) Your suggestion either is too unlikely to nerf the OP combo or too likely thus nerfing balanced combos.
2) You have shown no evidence that either of the first two of SoR's 3 effects (0 activation cost, 2 uses for time, extra uses stack in the same turn) are problematic with or without Mitosis. Further you have shown no evidence that the problem resulting from the third effect would be better fixed indirectly rather than directly.
