If I'm reading it right, It's basically an SoV on a creature, Dawn.
I like it.
I wish it didn't need gravity to devour, but that wouldn't happen.
Although, compare this card to SoV, because that's what it basically is.
SoV costs... what? 2 to reduce 3 damage a turn?
This costs 7 to reduce 4?

I'd say add a bit more damage to it. 5/6.

What I really like about this card is that its text makes it clear that the max hp reduction does not apply to the current hp.
Good job on wording your card better than the in game equivalent.

I would've prefered to let it keep the HP but lower the cost, say, to 5 :water.
Also, Oty's and Scarab's Devour cost 1 :gravity. It's a long way from 1 to 3...
Anyway, nice card, would vote for it. :D
