Dark Elf Sniper's skills quanta costs kinda invalidates the power of itself.

It might be balanced but requiring so much quanta to make itself useful
would probably gives your opponent quick player kill before you can gather so much quanta.

That's not true. Are you trying to say that you've never seen somebody play Pulverizer because it had too much quanta cost? I'd say this card is perfectly fine, albeit maybe a bit UP due to the existence of cards like EE which don't require a duo and deals more damage unupped.

I'd say that the cloaking ability could be reduced to and be fine.
