What if there was a limit for when this can be used? Such as 'this can only be used when the target has X r more/less cards in his/her hand.'

Requiring X or more seems more reasonable. As in, you can only use it if you have, say, 3 or more other cards in your hand. Meaning it can draw you up to 5 cards maximum. Still sounds OP though for just 4
