No, but I seem to recall other cards in CIA that had such an effect so I'm leaving room for those or any other future card ideas

You mean why not only your creatures to begin with? I wanted it to be a bit like Nightfall: of course it's beneficial for you, but it can be just as useful for the opponent under the right circumstances.
Perhaps I'll lower the unupped's cost

I'm quite sure that RoL, Damselfy, Gemfinder and Ball Lightning should not give extra quanta, so no, cost does not go below 0
