There is a major problem with current wording, at least if my assumptions are correct.

You can sacrifice Justice in your own turn, right? (Like with anything else)
Because then the next creature to attack will be one of yours, unless you have no creatures or they are unable to attack.

So it should be rewritten to "next opposing creature" or similar
That was originally what I intended to do, but the creatureless requirement seems to add a very interesting dimension to balancing it, as well as reducing how abusable Oppression is.
Right, I misunderstood. If the effect on the affected creature is permanent then the following observations apply:

Insanely good in light stalls: This (especially upgraded) would allow an almost impenetrable MONO light stall. This acts as repeatable, reshufflable CC. Couple with SoD, sanc and miracle, and OTKs won't work, creature rushes won't work, denial wont work if a sanc gets out first.

Yes, the opponent can use a CC card of theirs to kill the affected creature if it goes negative, but that's a 2-for-1 tradeoff increasing stall power.

IMO the unupgraded version is balanced about right, though still pretty great in mono-light. The upgraded version is a real headache.

Having said that I like this series you are creating Z, the best thing card design can really do now/atm is spark conversation, and these cards are certainly food for thought :)

Oh - I have a question about the mechanics of your series upgraded addition: say your opponent has used multiple RTs the turn before you use one of these upgraded cards. You draw the 2nd RTed card 1st, then play this card. the following turn you WOULD draw the 1st RTed card, but now your deck has been shuffled, this is no longer the case, correct? Hope that made sense.
Thanks! It's good to know that there's still some meaning in creating card ideas here.

Since Oppression and its kin shuffle the deck after being cast, so any cards in the deck (in this case, the 1st RT'd card) would be shuffled as well.

Let's see~ the wording Retrovirus uses is this:

Plague: Sacrifice Retrovirus to infect 1 damage per round to every enemy creature.

Perhaps Justice can use an ability name and get a flavor (!?) text like this:

Judge: Sacrifice Justice to give -5|-0 to the next creature that attacks

BTW, is there anti-antideckout measure built in Oppression? No-creature stalls that can sustain the 4 :light per turn cost that Oppression brings with will just play it, sacrifice Justice to the void, then cast that Oppression again, sacrifice Justice, ad nauseam, when faced at their last or so cards.

Ah, so the Justices will keep triggering until the creatures attack is < or = 0, if I understand correctly?

No. Keep in mind Oppression will not recur itself if there are no creatures on the enemy field and Justice will not trigger against creatures with 0 or less attack.

Hmmm... that definitely helps. I think there may be a way to use / abuse purple nymphs for a deckout combo there, but I think that will be sufficiently difficult to pull off to keep it from being abused (at least not easily).
