I think now it's really a card that could be in the game. Just the 10% and long explanation look...technical
The notes should be changed to something like:
For any skill used or card played, the costs must not be higher than 10% of the current amount quanta, regarding each single element. The 10% are always measured by the amount possessed in the moment of payment.

I truly feel this card is ready to be played. The 10% does not rule out completely against decks with small creatures, but it is extremely annoying to any deck, especially a rainbow deck without high quanta pool values.

10% still seems pretty powerful to me.
I think that bolts should still count additional quanta above the limit.
Still wondering why Earth? Manipulating quanta is usually a Gravity theme, although I could also see Entropy using it.
