I think it would be better to heal the drained HP*1.5
4 turns: +30hP
6 turns: 45HP
and so on

Just because I try to avoid fixed numbers, I prefere multiplying factors.
It's gonna be used in stallish decks, so it will become quite powerful after some turns.

Completely overhauled the card since the old version was turning into a mess of balance/meta issues. I would like some new thoughts on the card.

Why?
Because as it is now only a very early watch would be really effective.
Personally if there are new cards in the game I would want them to be powerfull enough to be used in as many strategies as possible. This specific card can be used as a backup healing card in rainbows, not only in stalls. And in upped games you will want HP faster.

I would really, really like to see some sort of thematic healing in Time to corroborate its stalling power and Hourglass's power in large decks (dream of a day when a monotime stall is possible...).  This is a great thematic way to give that power to Time, however I am unsure on its actual balance (OP? UP?).

hmmmmm... sorry with sofo atm, all permanents like this suck :P it's not worth it most of the time and requires too much quanta for the average stall to use it. might be a benefit to monotime against some monodeck without PC, but iffy. bad for late draws.
