Hm, methinks ability needs to be with same stats as regular Otyugh, maybe -1 HP on upped if still too powerful

It doesn't, otherwise the card or at least the notes would say so.

Having a creature generate the off-element quanta needed for its own ability would be too easy. Plus normally applying Bioluminescence to a creature means it has no active or innate abilities to begin with - for a good reason.

Of course Anglerfish could just have Bioluminescence instead of Devour, but - combos that would require it are hardly common.
