As a clarification, since I have two accounts, Pesticul22 and Pesticul222, I can only use pesticul22 for pvp in this event?

I've done 2 games so far, both with Pesticul22, so that means I cannot do any matches with pesticul222, correct?

As long as you play as 1 forum user, it should be okay, considering I played TStar himself under 2 game accounts last time, and he told me it was fine.
The issue is that people were using a false forum account to boost their score.

I don't see too many problems with using multiple in-game accounts for League (other than in CL, in which the accounts used should have at least 20,000 score on them). However, it is recommended that you just use your main in-game account.

What we don't want to see people using are multiple forum accounts -- that's cheating and it will get you permabanned from every single PvP event hosted by the forums.
