Not so sure I like these ideas. Because if one resigns up, he'll get easily 10+ points for one won match. With the 7 points restriction, he would only have to play 'till 1 won match each round, losing much less cards this way. That would be unfair towards the ones playing since the beginning and still wouldn't fix the problem, as it would take 10 rounds to catch up to 70 points. Droping the max points per round would be even worse for this.

The way I thought to fix it was to increase the discards by roughly double. So instead of the best one reaching 70 points, he'll then should be at maybe 40 when runing out of cards. Still, this would take 6 rounds to catch up, so I'd agree on increasing the points restriction per round in later rounds, but not the points gained per match. How about his:
For rounds 1-9:
Points per Round = 7 (equal to 2 wins, 1 losses)
Maximum matches per round: 4
For rounds 10+:
Points per Round = 11 (equal to 3 wins, 2 losses)
Maximum matches per round: 6
