First poll up: Regarding quitting and resigning.  If 66% of the poll supports a change (in this case yes vs. no), I will adopt it.  The finer details (when you can rejoin) will be a majority of the "winning" response.  Poll will only last for 2 days, unless I do not receive enough responses (t.b.d.)

When considering this, I have a few ideas.

1. Players get one (maybe two*) 'free' restarts. This meaning there's no penalty.
2. Every time a player restarts, they have a limit of minimum matches to do again before having the option to restart again. This goes up for each restart. Restarting must have at least one different element chosen.

And of course restarting should happen at the following round.
* Since it's a long-term event, I'm not sure.

Since the poll concerning restarting has not changed (maybe by 1 vote?) in the last day, I'm going to go ahead and go with the winning option going into this next round.  9/12 (2 votes on no decks, 1 vote on other) people are in favor of quitting at any time and being able to rejoin the next round).  If the poll drastically switches, which I doubt, I will reverse the decision for future rounds.  I feel like this keeps the event going smoothly.

 Well, this suggestion is for all events.
 We must have a elimination system, because many events happen dropouts, because players who have little or no chance of winning loses interest in event.
events as this should have a system elimination per round.

Most do, or at least most traditional ones do.  The point of this one was to be more of a league, which would make elimination counter-intuitive.

I don't like the idea of adding some sort of elemination to this event. It's all right though to take someone off the list if he didn't participate for 3 rounds. The highscore stays, but in order to continue, the slacker will have to sign up again.

But to counter the problem that the players in the top have too many points and folks start thinking that they can never catch up, I'd suggest a rulechange for KotH#2 (if it ever comes):
  • Instead of 2 cards, the loser discards 3 (non pillar) cards. Each card must have been used at least 3 times to be discarded.
    As seen in the stats, the top players have many lost matches. Adding more discards should make it faster to reach a limit of points, where one thinks of resetting.
  • The winner discards 1 card which was used with at least 3 copies.
    Again, increasing the ammount of droped cards. Also forces folks to not use the most common and balanced decks, as one card always drops out.
  • 'Other' cards may not be used
    They are mostly used as 'dump' cards anyway
  • Instead of 1 up per lost match, you gain 1 up for every 3 cards discarded (round down). A locked mark counts as 1 additional discard to the already discarded cards.
    to balance the card loss when winning.
  • put up a poll, who wants to keep the shards?
    this event needs more participants. some folks didn't want to join because of the allowed shards. I'd be sad to see them drop out, but to get more participants, a sacrifice I'm willing to make.
  • Extend the round to 4 days
    3 days is just a bit too short.
  • Change the rule to be able to play the same elemental twice. Make it once.
    That's how it should be in any PvP event anyway.
  • Add a rule for illegal decks: Using illegal deck count's as Autoloss, no points gained from it.
    There should be a little punishment for using a illegal deck, but nothing severe.
  • Make the lost cards better visible. Two examples:
    Spoiler for Sort by Element:
    Earth: Plate Armor, Stone Dragon, Basilisk Blood ...
    Fire: Fahrenheit, Fire Bolt, Deflagration ...

We could also do that the winner gets = 3 + (the difference between the winner's and loser's level if the winner was the lower level) + (1 if the beaten player was the Koth). But I also like what you said.
