Is this game still under development?

I have been playing this game for an extremely long time now (since Sundials lasted two turns and farming was easy due to T50).

However, there hasn't been any updates in a while. I read about the new version that has been on hiatus for a long time, but I don't know anything else.

Are there going to be any updates? Is the game "finished" now?

There have been no updates since 2013. When zanz left, he'd made the 1.4 alpha available on the trainer. There's been no activity from zanz since, besides fixing the servers so the game actually still works. I wouldn't expect any future updates.
