I'm a bit surprised that you've just heard about the forum. Most new members to the forum have been using the decks and discussions posted here extensively to get the best decks for themselves....but I guess it's better now than never

If you are talking about the weekly tournaments, anybody can join. You just have to check when the tournament begins and enter the chat room (not the Kongregate one, the one that cool people use ) about 5-10 minutes before the start of the tournament.

If you are talking about anything else, look up what you can sign up for, but World of Elements just finished the beta version and the Fourth War just began a few weeks ago.
