It can, it's just bad. Reason I mentioned it is because it means Ash is really easy to obtain in very normal ways, unlike the Cow. You just add some common cards and there it is.

Curious. Holy Cow shows up in the deck builder as 5lt. Adding the difference of 2000(1ug, Base32) between unupgraded cards and their corresponding upgrades gives 7kd, which matches Higurashi's code.
In trainer, 5lt gives the AI Holy Cows, and 7kd gives the bugged, stripeless Light Nymph that shows up in normal EtG upon upgrading the cow. I've also tested 0c1 in trainer, it returns a bugged upgraded Aether Pendulum with Chroma Mark instead of Holy Cow. On a side note, using 2ah(0c1 + 1ug) returns a bugged upgraded Seraph.
