I'm looking around and I can't find the button that allows you to give Karma. Where is it?

You can't find the + Karma button on your own profile for obvious reasons but for other the button should be right under the avatar.

You are correct about some member not being able to give karma, but those are the ones with fewer than 20 posts. EpicFirestorm should be fine.

Also, be sure you are looking at someone else's profile, you can't karma yourself.
