Is it normal for people to disconnect or "go unresponsive" so often in PVP?

I just got here, so apologies if I'm asking something that's already done to death or a stupid question or whatever.  I've played PVP a few times, but it seems like 2/3 of the time or so the other player will time out within the first few turns.  Is this some kind of problem on my end, or is this something that all people experience?

It's probably your connection; when I use PvP Duel for events like Tournaments and War, I rarely encounter desynchs.

On a sidenote, if you happen to play a particularly annoying deck, you may find that people start ragequitting after a few turns Otherwise, I would say that your connection's a bit on the wonky side.

If your ping to the servers is really high, then it makes desynchs more likely to occur. Also, when you're playing PvP, don't switch to different tabs or windows; doing so has been attributed to some degree of desynching before.

Everything connects, with 36, 36, and 81 ms on the ones that give ping.  Doesn't seem too high to me.

Can't remember if I've been switching tabs, but I'll be sure not to in the future I guess.
