Because they are inanimate chunks of crystal. The real question is why SoFo is a creature? (SoI is a spell to summon a shard golem which is an animated bunch of chunks of crystal)

Well, the argument of the fact it's a shard only counts for art and theme.

Mechanically, there is no reason why this card should not be a creature,

Actually, a permanent version of SoFo is easy to do

NAME: Shard of Focus ELEMENT: Gravity COST: 6 TYPE: Permanent ATK|HP: TEXT: Accretion: Gain a charge and destroy target permanent. Turns into a Black Hole when 3 charges are reached.	NAME: Shard of Focus ELEMENT: Gravity COST: 4 TYPE: Permanent ATK|HP: TEXT: Accretion: Gain a charge and destroy target permanent. Turns into a Black Hole when 3 charges are reached.
