Using 3 elements and 4 cards, I can turn one Vampire into 20 points of damage. How so?

Lots of ways... Vampire -> Mutation = 14/3 crismon dragon -> 2xBlessings. Done. If you don't count the vamp, add in liquid shadow and it's a vamp again, or momentum and the mutated crismon dragon has 13/3.
Dunno if sky blitz affects vamps, but if it does... Well, it gets even easier.

And the answer to the Fractal's question is "1".  Anything you do to get more quanta to play more Fractals would come between the two Fractals and thus, they wouldn't be 'consecutive.'
