Hat Guy from xkcd (I consider him to be a hero, in a twisted sense of the word). He made a death ray, stole a nuclear submarine, cut a car in half because it was parked on 2 spaces, almost became secretary of the Internet and escaped execution. Plus, he cares about his hat more than Luffy.
