Modified the original a bit after some thought.  It didn't make sense to have a blind creature able to target anything else for abilities.

NOTES:
Blinded creatures can't attack or use abilities that target anything other than the creature itself.  So, self growth (Lava Destroyers, Forest Spirits) will still work. Fallen Elves can target themselves, but not other creatures.  Do note, because it can't target players, it also can't target a player's permanents, so an animated Pulverizer wouldn't be able to use its ability until Blind wore off.

Change notes:
Original version only stopped blinded creatures from attacking, did not block targeted abilities.

I'm not actually fond of upkeep costs, personally.  They just seem a lazy way of balancing a card that ends up creating more problems than it cures.  While having counters for it would work, somewhat, it still gets around the fact that late game, you can drop a whole bunch of these out at once, and within a turn or two burn through most of your foe's creatures.

What you could do with the upped instead is to turn it into a weapon, say:

5 :gravity
Weapon: Deals 5 damage to opponent.   :gravity: Target flying creature loses airborne for 1 turn and takes 1 damage.

Considering it's a permanent, the upped should probably target one creature only.  Give it a cheaper cast cost (and maybe activation cost as well), but right now you have TStorm on a stick.

Agree with above, have it make 2|3 BBs upon death solely.  Much simpler that way.

Interesting idea.  Initially I was very much against it, but was very rapidly convinced otherwise.

As far as the 'have 25 Shockwaves' thing...please no.  Having to purchase / win all those cards just to buy another card, and having no other use for them? Ixnay.

Fixed.

As far as the single Phylactery immortalizing all Liches, short version is no.  As discussed in the notes and first page, one Phylactery to a single Lich. (Like genies and their lamps...or to put another way, imagine if Voldemort had only a single Horcrux.)  Figuring out a way to show which Phylactery is linked to which Lich is probably the hardest part about actually implementing this card.

A bit too close to my Poison Trap (http://elementscommunity.org/forum/index.php/topic,26845.msg367290#msg367290), which is in Crucible at the current time.  Difference is that it's just for this item, where mine is for any permanent on the owner's side.

its pretty easy to get rid of creatures if you intend to do so.  most, if not all, elements have some form of CC, several actually specialize in it.
True enough, but if you're playing a deck that does more than that, your options become somewhat limited.  Same for if creatures are larger (on the order of growth'd creatures that came out turn 1 or 2, or an Animated Titan.)  If you can find a way to get rid of creatures, they should stay gone, as a general rule.  That being said, if this was a creature that came back from the dead, or lived on, that's a different story.  It's not a field-wide effect.

I'd swear there was a card just percolating last week that allowed all creatures to remain for one turn after being killed.  I can't find it at the moment (found Phoenix Feather, but I'm pretty sure it was a different card), but even though this is slightly different, I'm still not convinced this is a needed ability for general use.    It's hard enough to get rid of creatures, allowing them to remain in any portion afterward is kind of unbalanced.
