Perhaps then, keep the cost the same (or even raise it by one) and raise the stats to, say, 7|7 (9|8)? 9|8 for the upped would allow it to be targetable by Maxwell's Demon.

I think you misunderstood the card. Phylactery is what makes Lich only a semi-immortal. Blow it up, and immortality is removed from Lich...that's the only purpose of Phy. Upped just gets a minor bonus heal, at a cost.
