Why I would make a good War team member                                                             
I just recently reset my account but my prevous account had about 6000 score. I think i am and experienced member just the war came at a bad time.

That's intentional. Fog Shield is inexpensive and does not demand your :water quanta, so it doesn't compete with your creatures.
but the list under it says ice shield
