Phase shield is to be used as a *vital* card. It's meant to build decks around, because for any deck with those in it, you have to have 4-6 copies (around 12-18 rounds without damage. That means you lose ability to have much offense in your deck, and therefore, you gain offense at the cost of speed.
Dusk shield is smaller defense, but more durable with less cards. In decks without much space for defense, it's a perfect fit.
