I don't understand why this costs so much for such a useless ability.
I made a little modify: "undead" deletes passive abilities: so bye bye devourer, vodoo doll, poisonous, mummy etc..and this pact grants you a sort of "immunity" from eternity and reverse time..cost can be reduced to 7|5..

I've modified description (here and in other pacts): it's obvious that Pacts aren't stackable, because you can't have two Pacts in play!

NOTES:
Pact: if you have an other pact into play, when you play Stormy pact, previous pact is destroyed. If a pact is stolen or destroyed by opponent, you lose 15 HP's. Stealing doesn't restart turns countdown. So obviously Stormy Pact isn't stackable (you can't have two Pacts in play). When you play a creature, all creatures receive 1 damage: also immaterial and burrowed creatures. The creature you have just played is targeted by Stormy Pact's ability.  See other pacts here:

How does this work with Deja Vu, Parallel Universe, Pharaoh, etc.?

I'm thinking of a Pact/Pharaoh/SoR deck right now if the Pact works on Pharaoh.
creature has to be played from hand in all pacts: so if you play mitosis, PU, firefly with firefly queen, scarab with pharaoh etc ability doesn't activate..

Seems way too OP. Soul Catcher, Fractal, Virus, Spam.
is not OP: you will fractal yourself to death!
10 hp loss for each creature is not worth it
it was modified after that reply...10 Hp's is too much? It can be reduced...it's to prevent fractal..

We are looking for improve this card. What do you think about if pact says "Whenever you play a creature you can reverse time a creature and the creature just played. Lasts 3 turns"? This will prevent the use of fractal and the pact toghether, because you will draw many times the same card, stalling yourself .
When you play a creature, you must decide in that time if you want to reverse time a creature: if you decide to don't reverse time anything, Chronos pact's ability doesn't activate.
If you decide to reverse time a creature, you cannot stop the effect on your creature. The creature you have just played is targetable by Chronos Pact's ability (in that case the second ability of the pact doesn't activate). If there are only untargetable creatures, the ability doesn't activate, and if creature you have played is immaterial it will not be reversed.
