A creature with quanta generation [gnome rider, firefly, dragonfly (and upped versions of those), RoL, brimstone eater, but not devourer] generates quanta even if delayed. They won't if frozen.

I just based this mostly off the masters I've seen, but more so my opinion of how good the elements are. But this is not just my list of favorite elements. Also, Entropy I can just tell will dominate based on how good it is, and it has Zeru. Go entropy, but not just because of this bid! No offense to RR, masters of light and time. And QuantumT. Or Kakerlake.
