This could work in an environment where an AI or challenge situation had an effect based on his mark or deck type, but in a player controlled situation these are way too strong or create intercomplex situations. The closest effect you could get to this that would not be overpowered or game breakingly detrimental is cards like nightfall which give a small benefit across the board to a conditional group. This has already been coined by darkness so should not be present elsewhere unless it is as a weaker specialist effect.

Simply a Card costing 7 that can remove a dragon costing 10+ is overpowered unless conditional.

The added fact that this may also strip more than 1 card makes it even more over powered.

This gives the card a problem. Cards can have only one active ability so when used on another creature its current ability would be lost.

My suggested course of action would be to have the ability dive the target doubling its current fixed attack. For a cost of 3 should be about right cause you would use it your best creatures.
Do you mean that the target creature doubles its attack strength for 1 turn?
Almost. Doubling and then Doubling again and again for each of your Sylphs could be overpowered so to contain it, it should only double the base strength and further dives from other Sylphs will only add the unboosted attack.

Ie 10/5 Dragon. Gets targeted by the Sylph becomes 20(10)/5. If the next Sylph targets the same dragon it will become 30(10)/5 a third Sylph Targets the same Dragon it will become 40(10)/5.

If we were to run the same situation doubling the current attack strength. The dragon will be 20/5 after the first, 40/5 after the second and 80/5 after the third.

I like the random damage reduction, but to get D5-3 for 2 quanta seams a bit to expensive.

If we use the D4-1 and D6-1 as a passive effect, its places the card solidly in the shield category. I wonder if it would be possible to code it so the opponent could see the new damage reduction value each turn.  What about a variation on the -2, -1, 0, +1, +2 theme. Active ability Gamble (no cost): Target creature permanently gain -2, -1, 0, +1 or +2 attack strength.
Active abilities that can be used at your control should never be free to activate. Just a principle in elements that retains that nothing becomes uncontrolled. I'd meet you half way with a single  :entropy  to activate.

This idea is way better. It's just that shields don't usually have active abilities. They just SHIELD you.
Weapons just attack, why do they have abilities? I do agree it may be odd to have what could be considered an offensive effect but that is what was in the idea to begin with.

EDIT: Also, the ability has an average effect of -0.5, so you might want to make it D6-3 and D8-4 OR D5-2 and D7-3 for a positive average effect.

for d5-3 the samples are -2,-1,+0,+1,+2 totalling 0
0/5 = 0 so average 0

Dive cost:  :fire is not a ability just information on what the target creature need to pay to use the ability.

I like the Random Shield and Gambler is good name for it. Looking at it and trying to envision how you'd like it to play I would make some changes so it could work within the mechanics of the game.

Instead of trying to affect every individual creature, this allows the varable to be set at the start of each turn and remove that from each attack. Less calculations and easier to have the variable set. Overall should generate an average statistical diference but if your lucky will put you ahead. It is slightly Strong for a Sheild but you don't know if it will save you from one turn to the next.

The activated effect is permanent but does not give a statistical bonus advantage. Why use the ability? becasue you can pick and choose the weaker attackers to be mutated and overall this will generate a positive effect.

Nice mythology to card.

Sylph are not known as being a popular personality in any games that I've seen them so their impersonal nature makes them good for elements. Art wise i'd take some detail out of the females face to leave it humanoid but not really a human like.

There is one thing wrong with these cards and that is that they have 2 activation abilities and this currently does not work in elements. I'd change the card so it has the first skill at a slightly cheaper cost. You can always use it on the sylph if there is not a better target.
