Depends on the myth that you follow ... some would have it that the Phoenix turns to ash instantly when it is killed. So, if the Otyugh bites through its neck then it turns to a pile of ash, some of which falls to the ground ...
Then the real question would be what would happen if you gave devour ability to an Ash Eater?

Nice idea, but what happens when you use this on an antimattered creature? Does it halve the healing? Does it give a negative counter?
I'd assume it does the same thing as any other creature..halves or changes to 0 and then add one per turn from there(so it'd be useful on your own antimattered creatures)

As for the card itself, looks good to me as well :)

A complete list of deck concepts would be difficult as there are so many possibilities but at the broadest level, most will probably fit into one (or more) of these categories:

Rush Deck:  Basically pure offensive deck designed to kill them before they kill you

Stall Deck:  Tries to delay, stop, or simply outheal your opponent's attack until you can either deck them out or achieve a certain winning combination

Burst Deck:  Somewhere in between the first 2, these will start off building up slowly, then suddenly drop large numbers of creatures or deal massive damage all at once to quickly finish your opponent off(includes most fractal decks)

Destruction/Denial Deck:  Tries to either destroy anything your opponent plays or prevent them from playing it in the first place by destroying quanta sources and/or stealing quanta, preventing them from drawing cards etc.

Mindgate Deck:  Uses your opponent's own deck against them

Agreed, and I also like the decision of not lowering the cost limit as was suggested later on(while leaving open the possibility of doing so for a future tournament).  The late announcement and constant changes were my biggest complaints about the last tournament and the main reason I didn't participate, so it's good to see that being addressed this time around :)

Honestly, I was hoping to be able to participate in the tournaments this week(usually don't get a chance due to work schedules etc. but would have been able this time around) but with the rules for it having been announced so late in the first place and worse yet, changed multiple times since then(especially less than 8 hours before the first one is scheduled to start), I probably won't have be able to now, especially as I would need to design and test multiple decks.  Oh well, maybe next week...

Could I please suggest though that from now on, the overall theme for the tournament should be posted at least a week ahead of time and the rules more or less finalized 3 days before the start of the first tournament?

Not many people will have that many nymphs and the ability isn't useful to have more than one of them in play.  Archangels might be another good option to replace them with though

The AI will usually target anything with an ability before one without it, no matter what, so probably it would ignore the dragons and just fractal the RoLs unless there was a nymph or one of your creatures to target instead

This definitely looks OP to me.  A creature with reverse time ability would probably be bad enough as it is but effectively having a growth ability as well makes it much too strong.  The relatively high cost(especially in an element that doesn't have quanta producing creatures) at least probably means it won't work in combination with fractal very well but still, having multiple copies of this in play would completely shut down many decks.  Not to mention that on top of everything else, it's immune to one of the more common forms of CC and could quickly grow out of range of many others...

I'm concerned with the fact that it triggers bonewall, yard, and scavengers...  You could self-kill these over and over again for a huge advantage.  You could even feed them continuously to your otyugh...
You can also keep killing it every turn to prevent decking out and with only 2 def, Eagle Eye would be perfect for this.  I'd consider raising the cost by  :air at least, but I do like the overall idea.

How about rather than debating on each individual card and if it is allowed or not, just say anything other than a pendulum which produces OR destroys quanta or quantum sources is banned?
