NOTES:
Permanents with passive abilities as Pillars can't use it's skills as well.
If Pillars are targeted they get out of the stack when burrowed and return to the stack when unburrowed, so you can't affect the entire stack.
Better use to avoid your permanents being destroyed or to deny an enemy hourglass to work for one turn because after unborrowing it it needs one turn to activate its abilities.

I think that having a 5 :water permanent that can create creatures is a bit OP but I'll wait for other comments and keep your suggestion to think about it.

What would happen if more than one creature dies, for example, rain of  :fire? Does it clone the least powerful?
Actually, there is a slight delay in hits, if you've ever noticed with multi-target spells.
Since they actually individually and automatically target every enemy creature, it would probably copy the first one that died.
I've noticed that now, under a rain of fire, all creatures die at the same time (I've seen it with vultures, they don't grow). So I gess that if all creatures die at the same time, Tomb/Grave will copy one of them randomly.
