Again, this is more of a lulzy idea. It's not for a practical use because of it's cost. Unless you hoard up several thousand electrums, you will never be able to effectively use them.
Then why even introduce such a card idea? All this does is not inspire people to create more original or new decks, but just teach people that whoever has more :electrum wins a duel.
I find that it does. A deck possibly based on a nerfed version of the quanta cannon could be used as an effective nuker in terms of spell damage and creature killing. In terms of the Electrum weaponary idea, it's not very profitable to use it in the first place (Using it regularly will put you in the hole a couple thousand a math), but when you can, it is an efficient item to kill things with. Also, it's usually the person who has more electrums and rares that wins a duel. You don't see people with the starter exactly beat a fully upgraded rainbow do you?
Most duels sure, are based on money, but at least both players have roughly an even chance, and an unupgraded deck can do as well as an upped one. Your card just allows quantaless CC and high damage. Sure, it's not very profitable, but it'll be used to troll people in PvP a lot.
The person with a barely modified starter has a moderate chance against a well versed rainbow? Shenanigans.
Also, it would be a bit hard to troll people with, given the dedication to get it and use it. If someone does manage to obtain many copies, hats off to them.

A witch/hag with a general "dark" feeling to it. Make it a swampy background and a staff that has a black orb on it (Think space looking, just a main black though).

If you can do an upgraded version, that'll be nice too. (Don't want to put any pressure, if you want to, just say so and I'll give you some details.
I can. I'm working on other card sketches right now. The one you want is more intricate than what most other people want but I can still do it.
It's not really different. Same hag, more evil.

Point taken. I like the idea quite a bit actually, I'm just not sure how practical it'll be.

However, in a tourney, with people who have plenty of money, it does seem like it could be pretty devastating.
Does it do any regular damage per turn, like a weapon? Is it a weapon? Or just a permanent?
Just a permanent. Although it could be a weapon for balance issues of having 6 cannons out at once.

I can kinda see a bit of a balance issue. The issue being, if you have enough of them with a rainbow deck, they will practically never have a deck and you have a hand full of usable cards. Even without the rainbow, it could be abused to take away cards to a point of extreme obnoxiousness and spammability.
If you abuse it without a rainbow or mindgate or something to use the cards you get, then abusing it gets both of you nowhere, as both your hands will be clogged up. Also think of Nightmare, which gets to a similar situation:

Your hand gets filled with something you can't play = dead hand.
Your cards get stolen by H&M = dead hand.

Another similar situation is Black Hole; if spammed, then you - might - have no quanta, which = dead hand.
If your target's hand has card he/she/AI would want to keep for later or something, and suddenly their entire hand is gone due to a flock of these, I think it is a different case. Nightmare gives copies, but the original is still here. This card takes cards directly from the opponents hands.

In terms of Black Hole or any Pillar Killers, those are specialized decks here. This is something that could fit in a slightly modified deck. If you still don't want the card, you just discard the crap to free up your hand. Worst case scenario, you get a hand full of Ghosts of the Past.

I think the ability cost is a wee bit high, but otherwise good idea. I personally love the idea of a mill deck, and this would add to it. Prefer this over the other bird.

Couple things, first with the table. Instead of Any Quanta X5, just put 5.
And you should leave the fields that have **words like this** blank if you're not putting anything there.

On to the card.
Does seem expensive, the ability that is. I'm pretty sure that even if you got an Elemental Master win that you probably wouldn't get you money back, you'd lose it.
I'm also not sure if that's codable...
Interesting idea though!
If it isn't I'll just change it to Quanta instead.

Anyway, the point really isn't made for getting money back. This is mainly a card for those who horde electrums and stuffs. The real practical uses is in a tourny really IMO.

If you read upwards a bit, I said something very similar. But the enemy would still get one turn out of two and would destroy you if running an aether deck itself.
So they attack every other turn.
...
On terms of aether deck though, Phase Dragon + Dimensional Shield is absolute bawss.
Even still, if you just run one of these in a nuking deck or a stall deck.

I approve. Although it does have a bit of a lack of use from some decks, it can be synergize well with a few others. Also very creative.
