I presume it has to do with using the ability, then clicking cancel before the program executes the command to make the cancel option disappear, so it has already used the ability but the person triggers the refund by clicking cancel after. This only works generally if you can make the game lag. Again, this isnt possible because of him fixing it though, or else I wouldnt post about it :P.
So does that mean the exploit is still available for targeted spell cards, where you do get a refund?

Nah, he has some other way he has fixed that. Zanz explained it all back when he had institued the delay for using abilities like growth and such, but I dont remember all the details. I just know he found another way to fix it and remove the delay.

The green bar that turns red under some situations is the key, it prevents you from clicking when it's red.

I'd also like to point out that this problem is not limited to creatures; try using Lobotomizer and cancel its effect to see what happens there.  Bottom line:  plan ahead before taking action.
The bottom line is, no refunds for any quanta spent except those used in playing cards. So creature abilities, weapon abilities, other permanent abilities all won't refund. And even if the cost is zero (after playing shard of readiness or for other reasons) you won't get to use the ability again.

I've also heard a different story about why this is; I heard that the lack of refunds is sort of a penalty zanz made for indecisiveness.

Actually, you can still lose quanta from trying to play Flying/Animate Weapon. If you do not have a weapon, the quantum is still used.

flying/animate weapon doesnt target and therefore doesnt check whether you have a weapon in your weapon slot or not. it is a unique ability that will simply replace a weapon with a creature version of that weapon (does not count towards destroy or steal which is why it can affect morning star/glory, protected weapons)
if you dont have a weapon, the spell will still resolve, but no weapon-turned-creature will be created, as is the case if you have a full creature slots. the weapon will simply vanish

think of it as a 'global' spell somewhat similar to Rain Of Fire / Plague / Pandemonium

You do lose quanta to Animate Weapon.

Flying weapon, however, even though it makes the -1 animation, does not remove :air.

Well it effects the weapon slot rather than the actual weapon.
