I'd put Hermes right up there with Rainbow actually though beyond that it's much harder to say and probably depends on what deck(s) you use mostly.  Those 2 though seem to be hard for almost anything to beat.

I went with Graviton as my third choice as I mainly use CCYB or RoL Hope for  FG grinding.  This still seems like a tough one for most decks to handle actually though perhaps somewhat easier to counter than the others.  In general though, any of the false gods with fire element seem to be tough due to their strong permanent and creature control(Octane being somewhat of an exception since he is easy to beat if you know you'll be facing him)

I personally put graviton, scorpio and rainbow. Even rainbow and hermes are simple on a decent draw with voodoo grinder. Scorpio and graviton gives every deck trouble no matter what you play.

Octane is a perfect example of one whose difficulty is entirely dependent on which deck you are playing.  For RoL/Hope, yes he will be almost impossible to beat unless he gets an extremely bad draw and you get a very good one.  However a simple mirror shield stops most of his damage(and is immune to his permanent control) making him very easy to beat if you know you'll be facing him next from the oracle.

Surprised how no one mentions Dark Matter in the replies.

This false god obliterates any rainbow false god decks. Sometimes RoL hope seems to stand a chance, but he has too many chargers and black holes to effectively paralyze the player. Worse, if he takes out a titan, it's impossible to destroy that.

I have chosen Herpes Hermes, Rainbow, and Dark Matter.
