I recently found out that devourers can still eat the enemy's quanta even if he has wings. I know this is because a devourer has no attack but it just feels like it shouldnt be possible.

They are not attacking you, they are "attacking your quanta pool". Only way to stop them is a sanctuary, not even lobo will work (you can also kill them ...)

The Passive Devourer is not tied to the creature's attack.  It just drains every turn, not upon successive attack.
