It is currently a prize for winning tournaments but one can also get it if won from slots as it is a card itself. I personally won it AGES ago.

so does the mark card allow you todraw extra card and gain extra quanta? does it have a cost?

It's like a pillar (tower in this case) except it goes in a different pile, it's limited to 6 in a deck, and if it matches your mark it makes a pile there (untargetable).
