Pulvy. At least the upgraded version. It's cheap, and it can single-handedly provide all the permanent control you will ever need. Eternity is good, but very costly and you can just use Reverse Time. Lobotomizer is good but you can just use a Ulitharid. All the other weapons are great, but have plenty of alternatives. Pulverizer HAS no alternative (besides a lucky mutation). So it's awesome.
