Does the oracle work once every 24 hours or does it restart at midnight or some other set time?

It resets at midnight, or it's supposed to anyway. In my time zone for some reason it resets every 11:00 PM.

I used it about 24 hours ago and it still hasn't reset.  :(

EDIT: figured it out. If you leave your account open it won't reopen the oracle.
